Escalation policies
Group alerts by monitor, assign channels, and attach policies to resources.
UI: Sidebar → Escalation Policies (/escalation)
Escalation policies are unlimited on all plans.
Policy structure

Each step has a channel type. All steps are saved with delayMinutes: 0 — the UI shows "Instantly" only (no delay editing yet).

Assign a policy
On monitor, healthcheck, or server Notifications tab:
- No notifications (default on create)
- Escalation policy — pick from your list (disabled if you have no policies)
